Faced with declining demographic numbers, not only the German government is seeing the benefits of global migration movements. Migration partnerships are emerging, recruitment programs for skilled workers are being developed, and education is being internationalized. However, the situation at Europe's external borders paints a different picture. Here, illegal push-backs, overcrowded refugee camps, and fatalities in the Mediterranean are part of bitter reality. Having found a way into Europe, migrants face a number of challenges - new language, new culture and a never-ending maze of bureaucracy. What do German and European foreign and development policies need to combat causes of refugee movements? What opportunities and challenges does migration reveal?
